SCOTT RABALAIS, OWNER

Since 1988, Scott has served as an Admin Official, Hy-tek Operator and/or Meet Director at over 400 swim meets, including National Championship and LSC Championship meets, USA club and high school meets, Masters and summer league meets, and college competitions. He is proficient in working with Colorado, Omega (Swiss Timing), ALGE-Timing, Daktronics and Superior Swim Timing (SST) systems. Scott was employed for 25 years as a college, club and Masters swim coach.

Scott takes pride in doing the best job possible for his clients. He values accuracy and attention to detail, organization, expediency and customer service. He knows the sport of swimming inside-out, having participated in the sport from virtually every angle: official, administrator, meet director, team director, coach, volunteer, swim parent and lifelong swimmer.

Joab gradutated cum laude from Florida State University in 2025, majoring in computer science. He began working Admin in 2024 and quickly became highly proficient in the intricacies of working consoles from Colorado Timing, SST, Alge-Timing and Omega (Swiss Timing).  Joab most enjoys problem solving and the rush of the last-minute technical fix with timing equipment. In addition to his work with Splash Timing, he is a freelance web designer and also designs and sells swim team caps.

Joab swam for Nease High School in Ponte Vedra and was a medalist at the Florida State High School Championships.

Christina has been an Admin Official since 2025 for the Hydro Swim Club in Ormond Beach, Fla. She was introduced to the Admin table at Hydro4 Swimming swim meets in 2023 as a lane-timer-sheet runner and timing console operator. Her greatest joy as an Admin Official is the big smiles on the 10-and-Under faces when they finish at the wall in their first big meet.

Christina is a homeschool housewife and swim mom. When she is not cheering on her swimmers, she enjoys training and running races with her fellow swim mom, Kim.

Kim started working in Admin with Hydro Swim Club in 2024 and became certified in early 2026. She likes helping meets run smoothly, encouraging young athletes and giving back to the sport that has given so much to her family. Though she never competed in the sport herself, Kim is a parent of three children who have been swimming for over a decade. 
 

She has two Master's degrees and over 20 years of teaching experience in elementary through high school. In her spare time, Kim enjoys running and chauffeuring her children around Volusia County for swimming. 

Sondra has served as an Admin Official since 2021, supporting  athletes, coaches, and teams through meet operations and Hy-Tek Meet Manager and Team Manager coordination with Planet Swim Aquatics and the  First Coast Summer Swim League (FCSSL). She also serves as FCSSL League  President, helping lead one of the region’s largest summer swim leagues  while promoting athlete development, sportsmanship, and teamwork. Sondra has served as Head Coach of War Eagle Aquatics at Timuquana Country Club and has coached state champion high school athletes and teams.  

Professionally, she is a Doctor of Nursing Practice and Nurse Practitioner specializing in infectious disease management.

Becky has been an Admin Official since February 2022. As a member of a swimming family, learning the set-up and  processes of running a meet meant less long days beside the pool, with  nothing to do but dodge sunburn. Her husband Billy is a Referee, Starter, Admin and Stroke and Turn official, so she can assist him with most issues that arise before a meet begins. 

In regular life, she is the Mom to two boys, Aedan and Kieran. Aedan also swims for North Florida Swimming, where Becky and Billy are members of the Masters swim team. As an online middle school Science teacher, technology and data are very important parts of her everyday life.

Billy has been an official since 2021. He is USA swimming certified N2 Referee, N2 Starter, N3 Stroke and Turn, LSC Administrative Official and LSC Administrative Referee.  He also holds a Masters Referee certification and is FHSAA and NCAA Certified. He prides himself on a very athlete centered focus while officiating.

Billy is currently an active Masters Swimmer, a parent to two USA swimming athletes, and a USA Swimming Certified coach.  This combination of experience allows him to be familiar with all angles of swimming and swim meets.  

Billy works in building material sales.  He enjoys fishing and playing music in his spare time.
